This need to provide a new school may be on the back of a large housing development (i.e. a planning gain requirement on the back of the local planning process), or as part of a local authority’s statutory requirements to ensure that there are enough school places for future generations.

    David Holland


    David is the Managing Director of TLP. He has advised the Education Funding Agency, the Department for Education and Tauheedul Education Trust as well as other Free School Trusts on a wide range of education projects. He has also been a retained adviser to the Co-operative Group, JLL, Kier Construction and Clugston Construction.

    David is an experienced property and programme management professional and has been involved in every wave of the current Free Schools’ Programme. He has advised on more than 80 Free School projects and University Technical Colleges. He has worked extensively in the Private and Public sectors delivering a mix of property, legal, Public Private Partnerships and Education projects. David was previously a Project Director at Partnerships for Schools leading multi-disciplinary teams to deliver £750m of capital projects under Building Schools for the Future. David is also a qualified solicitor.

    Richard Griffiths

    Senior Consultant

    Richard is a property development consultant, and has considerable experience and knowledge of regeneration and economic development having worked within the sector for over 14 years. Richard’s core skills involve providing property market analysis and assessing the financial viability of development schemes for both public and private sector clients.

    Richard has provided site finding assistance, property market advice and negotiated the acquisition of sites to house new schools. At TLP Richard is involved in all aspects of advice on property-related issues, from advising public sector clients and Academy Trusts on finding sites and funding the delivery of new schools. For developers and landowners, Richard takes a lead on preparing development appraisals to look at the financial impact of providing new schools as part of larger housing schemes, whilst supporting planning gain negotiations
